Allows female drivers who are pregnant, or who are a parent or legal guardian of another person, to use high occupancy vehicle (HOV) lanes in Texas regardless of the number of occupants in their vehicle

The HOV lane entitlement would not apply if the Texas Department of Transportation receives notice from the Federal Highway Administration that such use would result in loss of federal highway funding or other punitive federal actions

Adds new Section 545.429 to the Transportation Code under Subchapter I, Chapter 545

Effective date is September 1, 2025
