Prohibits municipalities from banning "no-impact home-based businesses" that stay within occupancy limits, don't generate on-street parking or substantial traffic increases, have no activities visible from the street, and don't substantially increase noise

Prevents municipalities from requiring licenses, permits, or other approvals to operate a no-impact home-based business

Bars municipalities from requiring rezoning for non-residential use or installation of fire sprinkler systems for home-based businesses in single-family homes or multi-family structures with two or fewer units

Allows municipalities to still regulate home-based businesses for compliance with fire codes, building codes, health and sanitation, traffic, waste disposal, and noise control, and to limit businesses selling alcohol, illegal drugs, operating as sober living homes, or sexually oriented businesses

Preserves the ability of homeowners' associations to enforce private deed restrictions and municipalities to regulate short-term rentals; takes effect immediately with two-thirds vote or September 1, 2025
