Requires Texas medical schools to offer mandatory coursework in cultural competence and implicit bias, approved by the Texas Medical Board, as a condition for awarding M.D. or D.O. degrees

Defines "cultural competence" as the ability to effectively address health issues of individuals from diverse backgrounds using knowledge, empathy, and insight into their health perspectives

Defines "implicit bias" as unconscious bias in judgment or behavior resulting from subtle cognitive processes, including automatic attitudes and stereotypes operating below conscious awareness

Mandates coursework address medical decisions related to race, ethnicity, nationality, language, sex, gender, physical and mental ability, and socioeconomic status, developed in consultation with the Association of American Medical Colleges or similar organizations

Requires the Texas Higher Education Coordinating Board and Texas Medical Board to adopt implementing rules by December 1, 2025, with requirements applying to students enrolling on or after January 1, 2026
