Establishes a Living Expenses Grant Program administered by the Texas Comptroller to cover housing, food, and other living expenses for eligible students at public institutions of higher education

Eligible students include those who are homeless (including students who live in campus housing during terms but are homeless between terms) and emancipated minors whose disabilities of minority have been removed under Family Code Chapter 31

Grants cover the full cost of living expenses for the academic year, including summer terms, regardless of whether the student is enrolled in summer courses

Grant amounts cannot be considered when determining eligibility for other state financial aid, scholarships, or grants

Program implementation begins no earlier than the 2026-2027 academic year, with the Comptroller required to adopt rules in consultation with the Texas Higher Education Coordinating Board
