Amends the definition of "cable service" in the Texas Utilities Code to explicitly exclude video programming accessed via internet-based services, including streaming content

Expands exclusions from the "video service" definition to include direct-to-home satellite services transmitted directly to customers without using public rights-of-way

Excludes internet-based video programming and streaming content from the regulatory definition of "video service"

Effectively exempts streaming services and internet-delivered video content from state cable and video service regulations that apply to traditional cable providers

Takes effect immediately with two-thirds legislative approval, otherwise September 1, 2025
