Requires law enforcement agency heads or their designees to maintain a "department file" on each licensed peace officer employed by the agency, separate from the standard personnel file

Department files must contain letters, memoranda, and documents not in the personnel file, including materials related to alleged misconduct where the agency found insufficient evidence to sustain the charges

Allows law enforcement agencies hiring a license holder to view the contents of that person's department file from previous employers

Requires agencies to provide department file contents to the Texas Commission on Law Enforcement (TCOLE) upon request as part of ongoing investigations or reporting requirements

Makes department files confidential and exempt from public disclosure under the Texas Public Information Act, with releases restricted to the agency head or designee
