Prohibits public institutions of higher education and career schools/colleges from withholding a student's transcript, diploma, or certificate of completion if the outstanding debt is less than $500 or has been outstanding for more than five years

Allows institutions to require students with debts of $500 or more to enter into a repayment plan before releasing academic records, but must release the documents once the student initiates the first payment

Permits institutions to charge fees for releasing transcripts, diplomas, or certificates, but fees cannot exceed the actual cost of printing, mailing, or electronically sending the documents

Applies to both current and former students at public higher education institutions and career schools/colleges in Texas

Takes effect September 1, 2025
