Bars providers of rent-advising algorithmic services from using nonpublic competitor data (such as actual rent prices, occupancy rates, and lease dates from competing landlords) in their calculations for Texas residential properties

Exempts algorithmic devices if they make nonpublic lease data available to the public in aggregated, anonymous form at a reasonable charge, presented as average rent price ranges by geographic area

Excludes from regulation monthly trade association reports with aggregated anonymous data and products used to establish affordable housing program rent/income limits

Classifies violations as deceptive trade practices actionable under Texas consumer protection law, with an effective date of September 1, 2025
