Establishes automatic annual inflation adjustments beginning with the 2026-2027 school year for both the basic allotment and school safety allotment, based on the Consumer Price Index for All Urban Consumers

Updates the guaranteed yield formula to reference the maximum basic allotment for the applicable school year rather than a fixed dollar amount, ensuring tier two funding automatically adjusts with basic allotment changes

Takes effect September 1, 2025
