Expands the list of energy-efficient products eligible for a limited-period sales and use tax exemption by adding water heaters, clothes dryers, freezers, stoves, attic fans, and heat pumps

Adds LED (light-emitting diode) lightbulbs to the existing exemption that previously covered only incandescent and fluorescent bulbs

Expands thermostat exemption to include "smart" thermostats in addition to programmable thermostats

Maintains existing price caps for exemption eligibility: air conditioners up to $6,000 and refrigerators up to $2,000

Takes effect September 1, 2025, with no retroactive application to tax liability accrued before that date
