Allows areas to be released from a municipality's extraterritorial jurisdiction (ETJ) through petition or election processes under Subchapters D and E without requiring the municipality's written consent

Exempts certain areas from the ETJ release provisions, including: areas within 5 miles of active military bases, designated industrial districts, areas under strategic partnership agreements, and areas in rapidly-growing counties (50%+ population growth with 240,000+ residents)

Creates additional exemptions for municipalities spanning four or more counties (where one county has 2.1+ million population adjacent to a county with 2.6+ million), protecting areas with active development agreements, lots under 12 acres, and single lots within platted subdivisions of 25+ lots

Requires municipalities to notify residents and landowners within 7 business days of receiving a release petition, and allows landowners in affected areas to opt out and keep their property within the ETJ before release takes effect

Takes effect September 1, 2025, and applies only to petitions filed or elections requested on or after that date
