Requires all instruments conveying real property filed for recording on or after January 1, 2026, to be accompanied by a "notice of real property title transfer" form prescribed by the General Land Office commissioner

The notice form must include the property address and description, full names, addresses, telephone numbers, citizenship status, and social security numbers or taxpayer identification numbers of both grantor and grantee, along with purchase price, lien information, and signatures under oath

County clerks must retain the notice separately from real property records, and the notice information is confidential and exempt from public disclosure under the Texas Public Information Act

State agencies may request access to the confidential notices from county clerks, but may only use the information for governmental purposes

The General Land Office commissioner must adopt rules implementing the new requirements by December 31, 2025, with the Act taking effect September 1, 2025
