Expands the definition of "governmental body" under Texas open meetings law to include boards of managers appointed under Chapter 39A, Education Code (school intervention boards)

Strengthens meeting notice requirements by mandating agendas be sufficiently specific to inform the public of each subject to be considered, including special/unusual matters and items of particular public interest

Clarifies that closed session personnel deliberations must concern a "specific" public officer or employee, not general workforce matters

Requires that deliberations affecting a class or group of employees (such as changes to duties or compensation) must be conducted in open session, not closed session

Repeals Section 551.083 of the Government Code and takes effect September 1, 2025
