Prohibits registered lobbyists from knowingly representing governmental entities of "designated countries," which are countries identified as national security risks in the three most recent Annual Threat Assessments by the U.S. Director of National Intelligence

Bars lobbyists from representing organizations headquartered in designated countries, controlled by designated country governments, or owned/controlled by individuals domiciled in designated countries

Extends the prohibition to organizations owned or controlled by entities that fall under the designated country restrictions, as well as individuals domiciled in designated countries

Defines "control" of an organization as authority to direct activities, make legal commitments, or hire/fire principal decision makers, whether through voting ownership or other financial, legal, or contractual arrangements

Makes intentional or knowing violation of the prohibition a third-degree felony, effective September 1, 2025
