Increases the reimbursement rate ceiling for meals provided under the home-delivered meals program to $10 per meal

Requires annual adjustment of the reimbursement rate ceiling by October 1 each year to reflect changes in the Consumer Price Index for All Urban Consumers (CPI-U)

Applies to home-delivered meals for recipients of STAR+PLUS home and community-based services waiver program, Title XX Social Security Act community services, and Older Americans Act services through area agencies on aging

Allows state agencies to delay implementation if federal waiver or authorization is needed, requiring the agency to request such approval

Takes effect September 1, 2025
