Prohibits governmental entities, companies, and individuals domiciled in "designated countries" (China, Iran, North Korea, Russia, or countries designated by the governor) from purchasing or acquiring title to real property in Texas

Exempts U.S. citizens, lawful permanent residents, foreign citizens not domiciled in designated countries, and leasehold interests from the prohibition

Creates a state jail felony for individuals domiciled in designated countries who intentionally or knowingly purchase or acquire title to Texas real property

Imposes fines on violating companies or entities equal to the greater of $250,000 or 50% of the property's market value, with proceeds going to the general revenue fund after satisfying liens

Authorizes the attorney general to investigate violations, bring enforcement actions in district court, and petition for court-appointed receivers to manage and sell property acquired in violation of the law
