Establishes the Rural Workforce Training Grant Program, administered by the Texas Workforce Commission, to provide targeted funding for job-specific workforce training in rural areas

Grants are available to public, private, or nonprofit entities—including business associations, political subdivisions, workforce development boards, and educational institutions—that provide training in counties with populations under 200,000

Eligible activities include on-the-job training, apprenticeships, and workforce education courses; funds may cover training materials, instructor fees, facility fees, participant wraparound expenses, administrative costs, and outreach/recruiting

Grant recipients must submit periodic reports on fund usage and participant outcomes to the commission

Requires the commission to submit an annual report by December 1 to the governor, lieutenant governor, speaker of the house, and relevant legislative committees on grants awarded and program effectiveness; effective date September 1, 2025
