Requires voting members of appraisal district boards of directors to complete a comptroller-prescribed training course before serving

Training program must be at least 10 hours and cover state and local property tax administration, including appraisal district finance and budgeting, budget allocation among taxing units, and property valuation methods

Allows temporary, provisional, or interim board members to serve up to one year without completing the required training

Exempts nonvoting board members from the training requirement

Comptroller must establish the training curriculum by January 1, 2026, with requirements applying to directors whose terms begin on or after that date
