Expands Texas Penal Code Section 21.165 to cover all "visual material" instead of only "videos" for offenses involving sexually explicit deepfakes

Redefines "deep fake video" as "deep fake visual material," broadening the scope to include images and other visual formats created with intent to deceive

Makes it an offense to knowingly produce or distribute by electronic means deep fake visual material depicting a person's intimate parts or sexual conduct without their effective consent

Adds a definition of "visual material" by referencing Section 43.26(b)(3) of the Penal Code

Takes effect September 1, 2025
