Prohibits health care providers from charging facility fees for telehealth and telemedicine services

Requires health care providers to include valid place of service codes on all reimbursement claims and obtain national provider identifiers for themselves and affiliated facilities by January 1, 2031

Mandates written notice to patients about facility fees at least 10 days before scheduled services, including the fee amount, purpose, and whether their health plan covers it; providers must also give 90 days notice to third party payors before charging new facility fees

Establishes administrative penalties up to $1,000 per violation for non-compliance, enforced by the Health and Human Services Commission or appropriate regulatory authority, with no private cause of action created

Directs UT Health Science Center at Houston to conduct a study on health care facility fees using the Texas All Payor Claims Database, with a report due to the legislature by December 1, 2026
