Limits health benefit plan issuers to requiring only one prior authorization per year for prescription drugs treating chronic health conditions, expanding existing law that applied only to autoimmune diseases and certain blood disorders

Defines "chronic health condition" as an illness, injury, impairment, or physical/mental condition expected to last at least one year that either requires ongoing medical attention or limits activities of daily living (bathing, hygiene, eating, toileting, dressing, bed mobility, or walking)

Explicitly includes autoimmune diseases, hemophilia, neurodegenerative diseases, and Von Willebrand disease as examples of covered chronic health conditions

Applies to health benefit plans delivered, issued, or renewed on or after January 1, 2026

Takes effect September 1, 2025
