Creates a temporary self-insurance pool administered by Texas A&M Forest Service to provide general liability coverage for certified and insured prescribed burn managers (CIPBMs) who are Texas residents

Establishes a self-insurance fund with up to $25 million in legislative appropriations, plus participant fees and accrued interest, to cover claims and program administration costs

Requires participating CIPBMs to complete a wildfire suppression training course covering coordination with fire departments if burns escape boundaries and assistance with naturally occurring wildfires

Authorizes the Service to assess fees and establish cost-sharing requirements including deductibles designed to deter claims for minor losses, with premiums adjusted based on collected burn data

Limits state liability to fund assets only; program expires September 1, 2040, with remaining funds transferred to the statewide fire contingency account
