Eliminates the requirement for a separate defense economic adjustment assistance panel (previously composed of 3-5 professional full-time employees of the governor's office) to evaluate grant applications

Transfers the responsibility for evaluating Defense Economic Adjustment Assistance Grant applications and assigning scores directly to the commission itself

Maintains existing evaluation criteria based on the significance of adverse or positive effects within the local governmental entity and other commission-established criteria

Repeals Section 436.001(6) of the Government Code, which contained the definition related to the eliminated panel

Takes effect September 1, 2025; passed the House 147-0 on May 8, 2025, and the Senate 31-0 on May 22, 2025
