Raises the minimum age from 18 to 21 for legally carrying a location-restricted knife, making it an offense for persons under 21 to carry such knives except on their own premises, in their vehicle, or under parental supervision

Increases the age restriction from 18 to 21 for the unlawful transfer of firearms, clubs, and location-restricted knives, prohibiting the sale, rental, lease, loan, or gift of these weapons to anyone under 21

Explicitly includes "assault-style weapons" in the category of firearms that cannot be transferred to persons under 21 years of age

Elevates the penalty for unlawfully transferring any firearm (not just handguns) to a person under 21 from a Class A misdemeanor to a state jail felony

Repeals Section 46.06(c) of the Penal Code and applies only to offenses committed on or after the effective date of September 1, 2025
