Texas Department of Insurance must conduct a study, in consultation with the Texas Traumatic Brain Injury Advisory Council, on how Chapter 1352 of the Insurance Code affects health benefit plan coverage for traumatic brain injury treatments

The study must review claims data for traumatic brain injury treatments, analyze current coverage offered by health plans, and examine the impact of substance abuse (including opioids) on coverage and treatment

Health benefit plan issuers are required to provide deidentified and aggregated claims information on traumatic brain injuries when requested by the department

Traumatic brain injury treatments covered in the study include cognitive rehabilitation therapy, neurocognitive therapy, neurofeedback therapy, neuropsychological testing and treatment, and related remediation services

The department must submit a written report with findings and legislative recommendations to the governor, lieutenant governor, speaker, and relevant committee chairs by December 1, 2026; the Act expires September 1, 2027
