Grants the Texas Commission on Environmental Quality (TCEQ) authority to issue permits for land application of produced water from mining and oil and gas extraction operations that has been treated for beneficial use

Requires TCEQ to adopt standards for land application of this treated water, including standards to prevent pollution of surface and subsurface water

Mandates TCEQ to consult with the Railroad Commission of Texas when developing these permit standards, with this consultation requirement expiring September 1, 2027

Creates an exception to the Railroad Commission of Texas's general permitting authority over waste discharge from these extraction activities for land application permits

Applies only to permit applications filed on or after the effective date of September 1, 2025; pending applications remain subject to prior law
