Requires the Health and Human Services Commission to submit an annual report by November 1 to the governor and legislature on the financial impact hospitals incur from providing uncompensated care to patients who are not lawfully present in the United States

Mandates hospitals licensed in Texas that provide acute care and are enrolled as Medicaid or CHIP providers to add a citizenship/immigration status question to patient intake forms, along with a statement that responses will not affect care received

Requires hospitals to submit quarterly reports to the commission detailing the number of emergency room visits and inpatient discharges for patients not lawfully present, as well as the associated financial impact (costs for services not fully reimbursed)

Prohibits reports from containing any personal identifying information and affirms that a patient's response to the immigration status question cannot affect their healthcare services, consistent with federal law

Initial report deadline extended to December 1, 2026, with the act taking effect September 1, 2025
