Adds venue options for organized criminal activity cases based on Chapter 32 Penal Code felonies (fraud and related offenses) to include any county where a victim resides, where the defendant is apprehended, or to which the defendant is extradited

Applies only to offenses committed on or after September 1, 2025; prior offenses remain governed by former law
