Prohibits the commissioner of education from implementing changes to the methods and standards used for assigning public school performance ratings until one year after the change is adopted

Adds new Section 39.057 to Chapter 39, Subchapter C of the Education Code to establish this mandatory delay period for accountability rating system changes

Requires a one-year waiting period between when accountability rating changes are adopted under Section 39.054 and when those changes can take effect

Takes effect immediately if approved by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
