Requires mobile food unit applicants to submit plans of food preparation, storage, and sales areas to counties or public health districts before a permit can be issued

Mandates counties and public health districts conduct a preoperational inspection to verify the mobile food unit is constructed and equipped according to approved plans, has established standard operating procedures, and complies with state law

Authorizes counties and public health districts to reinspect applicants on a later date if initial inspections reveal non-compliance with state law, local law, or applicable rules

Directs the executive commissioner of the Health and Human Services Commission to adopt rules necessary to implement these requirements as soon as practicable after the effective date

Takes effect September 1, 2025, and applies only to applications filed or inspections conducted on or after that date
