Creates a new criminal offense prohibiting persons under 21 years of age from knowingly possessing an "assault weapon," classified as a state jail felony

Defines "assault weapon" to include semiautomatic centerfire rifles with detachable magazines and features like pistol grips, folding stocks, or flash suppressors; semiautomatic rifles with fixed magazines holding more than 10 rounds; semiautomatic shotguns with detachable magazines; certain semiautomatic pistols; revolving cylinder shotguns; and conversion kits

Prohibits selling, giving, or transferring assault weapons to persons under 21 years of age, and expands existing restrictions on firearm transfers to persons with active protective orders from handguns to all firearms

Provides defenses for peace officers, armed forces members, and state military forces acting in official duties, as well as persons who lawfully possessed the assault weapon before August 31, 2025

Takes effect September 1, 2025, applying only to offenses committed on or after that date
