Prohibits health benefit plans that cover general anesthesia from excluding coverage for medically necessary general anesthesia services during dental procedures for children under 13 years of age

Coverage requirement applies only when the child is unable to undergo the dental service without general anesthesia due to a documented physical, mental, or medical reason

Anesthesia must be performed by a qualified provider of anesthesia services to qualify for coverage

Applies broadly to various health plans including insurance companies, HMOs, small employer plans, state employee plans (ERS, TRS), and self-funded plans sponsored by professional employer organizations

Does not require health plans to cover the underlying dental care or procedures themselves; applies only to plans delivered, issued, or renewed on or after January 1, 2026
