Allows female patients being transported to mental health or residential care facilities to be accompanied by a male attendant instead of a female attendant if the male attendant wears an activated body-worn camera for the entire transport

Permits transport of female patients without a female attendant if the transport vehicle is equipped with audio or video recording devices actively recording throughout the transport

Retains existing exception under the Health and Safety Code allowing female patients to be transported without a female attendant when accompanied by a male family member (father, husband, adult brother, or son)

Amends both the Code of Criminal Procedure (Article 46.04) and Health and Safety Code (Section 574.045) to create consistent recording-based alternatives to female attendant requirements

Takes effect September 1, 2025
