Prohibits health care providers from charging facility fees for telehealth services or telemedicine medical services, where facility fees are defined as charges for operational expenses separate from professional medical service fees

Applies to a broad range of health care providers including hospital systems, hospitals, hospital-based facilities, freestanding emergency medical care facilities, and urgent care clinics

Authorizes the Health and Human Services Commission to assess administrative penalties up to $1,000 against providers who violate the prohibition

Does not create a private cause of action allowing individuals to sue providers for violations

Takes effect immediately upon receiving two-thirds vote in both legislative chambers, otherwise becomes effective September 1, 2025
