Requires school districts to employ or contract with nonphysician mental health professionals at each campus, changing the current permissive "may" to a mandatory "shall"

Mandates a minimum ratio of one nonphysician mental health professional for every 600 students at each campus

Requires mental health professionals to implement comprehensive mental health programs and spend at least 80% of their work time providing direct or indirect mental health services to students

Defines qualifying professionals as licensed psychologists, registered nurses with psychiatric nursing degrees, licensed clinical social workers, licensed professional counselors, or licensed marriage and family therapists

Sets compliance deadline of August 1, 2027, with districts required to demonstrate compliance to the Texas Education Agency; the bill takes effect September 1, 2025
