Allows the Department of Family and Protective Services (DFPS) to file a motion to remove disabilities of minority for children aged 17 or older in state conservatorship who have refused services for at least 60 days or been consistently absent from placement for at least 60 days

Establishes that removal of disabilities of minority under this provision is limited to implementing a period of trial independence and other court-ordered purposes, requiring a sworn affidavit describing DFPS efforts to engage the child or return them to placement

Expands the definition of "young adult" to include minors who had disabilities of minority removed under the new provision, in addition to those who were in DFPS conservatorship on the day before their 18th birthday

Clarifies that extended foster care does not include temporary emergency care arrangements in hotels or other unlicensed settings, and prohibits courts from ordering young adults in extended foster care to be placed in such settings

Requires courts to order young adults not participating in their plan of service to obtain experiential life-skills training, and allows court jurisdiction to terminate 60 days after a young adult refuses services
