Authorizes counties and municipalities to require automated external defibrillators (AEDs) to be installed and maintained in structures subject to local licensure or regulation, after public notice and hearing

Exempts health facilities licensed under Title 4 and premises with occupancy limits of 30 or fewer persons from AED requirements

Requires local governing bodies to consult with fire marshals, fire chiefs, or other emergency officials before implementing AED requirements

Prohibits counties and municipalities from imposing application or inspection fees related to AED requirements, though they may conduct compliance inspections

Municipal ordinances take precedence over county orders within city limits and extraterritorial jurisdiction; provides liability protection for local governments and their officials regarding AED regulation
