Expands who may request a public hearing from TCEQ regarding concrete plant construction to include representatives of schools, places of worship, licensed day-care centers, hospitals, and medical facilities located within 440 yards of the proposed plant

Defines "representative" as a person in a decision-making capacity with fiduciary responsibility, or that person's designee

Retains the existing right of persons residing within 440 yards of a proposed concrete plant to request a hearing, while removing the previous requirement that they reside in a "permanent residence"

Applies only to permit authorization applications submitted to TCEQ on or after the effective date; pending applications remain governed by prior law

Takes effect immediately upon receiving two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
