Community-based nonprofit organizations may establish or participate in regional health care programs without requiring participation or approval from a county commissioners court

This exception applies only to premium assistance programs that do not directly offer health care services or health care benefits

Nonprofit organizations operating under this provision can serve as the governing body for regional health care programs, similar to how commissioners courts govern traditional programs

Programs must work toward objectives including reducing the number of uninsured individuals, lowering health care costs for small employers and employees, promoting preventive care, and ensuring fair payment rates for providers
