Abolishes the Texas Education Agency (TEA) and eliminates the position of Commissioner of Education, with the agency continuing until December 1, 2025 solely to complete the transfer of all obligations, property, employees, and duties

Transfers most TEA powers and duties to the State Board of Education, including curriculum oversight, educator certification, and school regulation functions

Transfers public school finance and fiscal management responsibilities to the Comptroller of Public Accounts, including administration of the Foundation School Program, guaranteed bond program duties, and distribution of funds to charter schools

Repeals the entire public school accountability and assessment system (Subtitle H, Title 2 of Education Code), eliminating state-mandated standardized testing, school accreditation ratings, and financial accountability systems under former Chapters 39 and 39A

Requires removal of all monitors, conservators, management teams, and boards of managers appointed to school districts or charter schools under accountability interventions by December 1, 2025, returning control to local boards
