Establishes a nine-member task force on racial diversity in the nursing workforce, with members selected by the nursing advisory committee from representatives of various organizations including the Texas Center for Nursing Workforce Studies, Texas Higher Education Coordinating Board, nursing programs, the hospital industry, and Texas Nurses Association

Requires the task force to assess current diversity in the nursing workforce using existing data and identify strengths and limitations of current diversity initiatives

Directs the task force to establish goals for diversifying the nursing workforce and develop recommendations on strategies to reduce barriers and achieve those goals

Mandates the task force deliver a written report to legislative committees with jurisdiction over public health and higher education by September 1, 2026

Takes effect September 1, 2025, with the task force abolished and the Act expiring on December 1, 2027
