Establishes new Chapter 121 in the Business & Commerce Code to regulate referral agencies that connect consumers with senior living communities (including assisted living facilities, memory care facilities, retirement homes, and adult foster care facilities) for a fee

Requires referral agencies to provide consumers with written disclosure statements describing their services, who pays the referral fee (consumer or community), and the consumer's right to stop using the agency at any time without penalty

Prohibits referral agencies from referring consumers to communities where they have ownership or financial interests, holding power of attorney for consumers, referring to unlicensed facilities, or collecting fees after referral contract expiration

Mandates referral agencies conduct criminal background checks on employees with direct consumer contact, maintain liability insurance, audit senior living communities' license status, and train employees before they begin consumer-facing duties

Exempts senior living community referral agencies from the prohibition on fee-splitting or patient brokering under Occupations Code Section 102.001, and allows contracts to specify payment periods up to three years after a referral is made
