Establishes the Texas Adoption Assistance Program, administered by the comptroller, to provide adoptive parents with financial assistance for adoption-related expenses through a public-private partnership model

Requires participating organizations to be 501(c)(3) nonprofits with missions serving families, women, or children, and mandates they distribute at least 97% of donations as grants while limiting administrative costs to 3%

Limits grant eligibility to Texas residents who adopt children under 18 and have annual gross household income of $150,000 or less

Provides tiered grant amounts based on income: 50% of adoption expenses for incomes up to $110,000, 30% for incomes between $110,001-$130,000, and 10% for incomes between $130,001-$150,000

Authorizes state matching funds for grants awarded by certified organizations, subject to available appropriations, and requires annual independent audits of participating organizations
