Requires health care providers who diagnose a preborn child with a life-threatening disability to provide the pregnant woman with written perinatal palliative care informational materials and a list of providers/programs at the time of diagnosis

Directs the Health and Human Services Commission to develop and publish informational materials about perinatal palliative care services, including medical assistance benefits available for prenatal care, childbirth, and palliative care

Mandates the commission maintain a geographically indexed list of perinatal palliative care providers and programs in Texas, excluding abortion providers and their affiliates from the list

Requires pregnant women to sign a certification form confirming receipt of the perinatal palliative care information, which must be placed in their medical records

Establishes penalties for non-compliant health care providers: written warning for first violation, $1,000 administrative penalty for each subsequent violation, effective September 1, 2025
