Requires the Housing and Health Services Coordination Council to complete and submit a biennial evaluation of 2-1-1 Texas services to the Texas Department of Housing and Community Affairs by August 1 of each even-numbered year

Evaluation must analyze data from user calls and website visits, including extent of use, user demographics, existing needs, marketing needs, and comparisons with similar systems in other states

Requires assessment of the Texas Information and Referral Network database, including integration of statewide and local resources, processes for adding new service providers, and ability to update emergency-related information

Mandates collection of user interviews and recommendations regarding point-of-entry experience and satisfaction with referrals, as well as leadership interviews on technology enhancements like texting and two-way API integration

Authorizes the department to use general revenue funds to contract for services to support the council's evaluation duties, with findings to inform expansion of service-enriched housing statewide

Takes effect September 1, 2025
