Creates the Institute for Chronic Wasting Disease Research as a component of Texas A&M University, under the management and direction of the university's board

Requires the institute to partner with deer breeders to study chronic wasting disease progression, analyze genetic profiles of infected deer, develop prevention strategies and treatments, and evaluate implementation of mitigation efforts

Authorizes the institute to conduct research activities at deer breeder permitted locations (upon request) or at institute-operated facilities, and to employ personnel and accept gifts or grants from public or private sources

Entitles deer breeders to compensation from the institute for breeder deer used in research activities and for any deer they are prohibited from selling or transferring due to institute activities at their location

Implementation is contingent on legislative appropriations specifically for that purpose; takes effect September 1, 2025
