Creates civil liability for individuals who submit false reports to law enforcement agencies or emergency service providers with intent to cause action against a falsely accused person

Limits liability to cases where the false report was motivated by bias or prejudice based on the victim's race, color, disability, religion, national origin or ancestry, age, gender, sexual orientation, or gender identity

Caps damages at $250 for violations of this provision

Allows prevailing plaintiffs to recover attorney's fees and costs in addition to the capped damages

Takes effect September 1, 2025, and applies only to causes of action arising on or after that date
