Prohibits the governor from issuing executive orders, proclamations, or regulations during a declared state of disaster that restrict the operation or hours of operation for veterans organizations that sell alcoholic beverages

Protected organizations must be tax-exempt under Section 501(c)(19) of the Internal Revenue Code, which covers posts or organizations of past or present members of the U.S. armed forces

The exemption does not apply during natural disasters, meaning the governor retains authority to restrict these organizations' operations during hurricanes, floods, and similar events

Applies only to disaster declarations issued or renewed on or after the effective date; existing declarations remain governed by prior law

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
