Requires the Texas Higher Education Coordinating Board to prepare and submit a report to the legislature by September 1, 2027, on enrollment and success in higher education for students with disabilities covered under the Americans with Disabilities Act of 1990 or Section 504 of the Rehabilitation Act of 1973

Report must identify the number and percentage of students with disabilities enrolled in public and private higher education institutions, along with barriers to enrollment they face

Report must document institutional policies that promote enrollment and success for students with disabilities, as well as services and accommodations provided for accessibility

Report must assess how institutions inform students with disabilities about their educational rights and protections under state and federal law, and include recommendations for legislative or other action

Public institutions of higher education are required to provide information to the board upon request; the provision expires September 1, 2028
