Health and Human Services Commission must establish a work group to study the feasibility of implementing a statewide or regional acute psychiatric bed registry to track available beds at inpatient mental health facilities

Work group membership includes approximately 18+ members appointed by the governor, lieutenant governor, speaker of the house, and executive commissioner, representing hospitals (rural, urban, public, private), medical associations, mental health professionals, technology experts, and public health specialists

Report must be submitted to legislative committees by September 1, 2026, evaluating bed registry effectiveness, recommending ways to increase public awareness, assessing hospital reimbursement impacts on bed availability, and identifying mechanisms to expedite data entry

Study will examine psychiatric treatment capacity in relation to bed availability and recommend financial incentives or regulatory mechanisms to support registry implementation

Work group is abolished and the legislation expires on September 1, 2027; act takes effect September 1, 2025
